View desktop TaskBar: Help and preferences switches are disabled in code

According to git-blame, this was done 10 years ago.

Does this mean we deprecate those functionalities, or do we want them back and updated?

I think an easy or rudimentary help should be provided. E.g., to explain the few standard buttons that are not self-explaining for non-insiders.
I'm willing to work on that.

The language switch does not work properly and the prefs button is not shown. Are those really needed? Should we have a separate issue for those? @bwbohl
