Currently, only direct workflow outputs can be tested. Given that we are moving towards requiring specific input and output formats (openwdl/wdl#357), we should be able to add support for testing outputs at any level.

Actually, the common output format includes only direct workflow outputs, so sub-workflow/task outputs will need to be supported on an engine-by-engine basis.
