Add a voice client and voice support to voltage[voice].

Has there been any news on voice support from Revolt?

Me and FatalErrorCoded (the creator of Revolt's voice server) had started working on a voice implementation a while back but we were faced with a lot of challenges that - knowing that Revolt's voice server was going to get rewritten anyway - didn't seem to be worth it at the time
