Define project structure/layout for whole artemis

Right now we don't have a defined project layout to know where to store PoCs, utilities, tools, integration tests, setting files, docker-compose files, etc

Describe the solution you'd like
The artemis team should define a project structure to cover the needs of the project so we don't spam the root folder with random files.
