[For discussion] Add support for 'no programming' programmer.

This idea came here #535 (comment) and I am adding it as an independent issue for discussion I am not proposing it, nor objecting to it.

The use case is a board that cannot be programmed automatically but require user intervention or manual operations. This is similar to the current apio drivers ftdi install on windows when apio cannot install automatically but provides the user with instructions on how to do that.
