Add resolutions

Allow instance admins to create a resolution like "Fedipact: Block all Facebook/Meta apub instances"

Other instances can then vote yay/nay on such resolutions.

The votes should also be public or endorsements-only

Anyone should be able to poll the results of each resolution and see who voted yay/nay (if they're within the visibility list of that instance)

This would for example allow instances to create bespoke allow/deny lists based on some common resolutions. They could then either strictly only federate with anyone voting yay on that resolution, or more softly, defed only from anyone voting explicitly nay. They could then join or intersect all these resolutions to better control who they associate based on common values.
