Hi ,
CLI interface is not managing well code encoding
example:

echo "éèùà" > tmp.txt
pylanguagetool tmp.txt

It 's missing in cli.py l.123

# encoding='utf-8'
with open(config["input file"], 'r',encoding='utf-8') as myfile:
