Luke 2:19‒20 currently says
But Herod who was the ruler of the Galilean quarter had been scolded by Yohan about taking his brother Philip’s wife Herodias, and about many other evil things that he’d done, 20 added to his evils when he locked Yohan up in prison.
Both "had been scolded" (verse 19) and "added" (verse 20) appear to be trying to be the main verb of the sentence.
(I think I mentioned this earlier, but not in a GitHub issue, so you may have lost track of it.)
