Add step in deploy pipeline for adding testing users and passwords

Description

Research the commands needed to add the user and passwords. Add the passwords to GitHub secrets, edit the deploy pipeline to automate the creation of these accounts in dev and main.

User Story

We need to automate this so we don't have to keep the user/passwords in the database and so we can have this go as part of our pipeline.

Acceptance Criteria

Test and ensure that the users were automatically created by re-deploying and then checking that the user/pass combos work.
