We need an SOP for instructions on how to use each script current in xnat-csc scripts folder

There are quite a few scripts now so clear instructions should be added for each. Some are already covered in other SOPs and can be references from the script SOP

Adding a list so we can keep track here, too:

• REST-api-get-data.py
• dqr.py
• import-tester.py
• modify_dicoms.py
• pixelcleaning.py
• report.py
• send-to-pacs.py

Also, I think it might be worth abstracting some of these functions to a general utilities class in future and creating a Read The Docs.
