Make Spade behave more like a vanilla Hoe #82

In GTNH, using a hoe, it will not turn a dirt block into farmland if it's outside of water range, however, the spade bypassed this since it does not generate UseHoeEvent through which the mentioned behavior is implemented. This PR makes the tool behave more like the vanilla hoe and fires the event in addition for make the same sounds now.

Now fires the UseHoeEvent and makes Hoe sounds.
