Currently, the shadow atlas plugin allocates space for each light's shadow map in an unspecified order. Some lights end up with higher resolution shadows, others with lower resolution, and there is no way to control each individual light's shadow map resolution. This could be used, for example, for getting extra resolution on lights closer to the camera, and lower on those farther away.
