Add documentation for other municipalities to structure their data and use this tool

It would be useful to have a brief summary describing how to implement necessary SDI/data models, to promote the use of this tool in the broader urban planning ecosystem. There do seem to be several markdown files and diagrams describing aspects of the data model. Perhaps the documents could be organized into a manual, including sections for administrators who manage municipal spatial data infrastructure as well as end-users of QGIS and the "assess climate impact" plugin.
