fwdctl crashes on interface migration (large number of circuit endpoint moves) #1406

fwdctl appears to crash on interface migration. this happens when there are a large number of circuit endpoints being moved. Attempt to reproduce this situation in test and check for similar behavior. If behavior observed investigate cause.

Had this happen on a second interface migration. The crash coincided with a RabbitMQ error
