There seems to be a step missing in the DLP lab that explains how to copy the template.

export PROJECT_ID=$(gcloud config get-value project)
gsutil cp gs://${PROJECT_ID}_dataplex_process/common/tagmanager-1.0-SNAPSHOT.jar /tmp/
java -cp /tmp/tagmanager-1.0-SNAPSHOT.jar com.google.cloud.dataplex.setup.CreateDLPInspectionTemplate ${PROJECT_ID} global marsbank_dlp_template
