Expected Behavior

during migration, data nodes should not provision / start open search automatically if they have not passed the corresponding steps in the migration wizard

Current Behavior

after creating a ca and renewal policy, data nodes provision automatically

Possible Solution

Context

This causes problems, at least during in place migration, if data nodes are restarted since they never reach the PREPARED state and go directly into full availability.

@todvora this is the issue that will also be fixed with the better handling of setting preflight FINISHED. Please link it to your PR.
