Expected Behavior

Sprinting in air would not consume EU from QuarkTech Suite Leggings as no speed boost is actually applied.

Actual Behavior

Sprinting in air consumes EU from QuarkTech Suite Leggings.

Steps to Reproduce

1. Obtain creative flight in survival using a mod such as Better Angel Ring.
2. Enter creative flight and fly forwards while holding the sprint key to fly faster.
3. Equip QuarkTech Suite Leggings and confirm the charge using an NBT tooltip viewer.
4. Sprint during creative flight again, noting that the speed is the same as step 2.
5. Observe the fact that QuarkTech Suite Leggings has less EU than before!

Additional Information

Running speed and flying speed are separate values, so increasing running speed is not sufficient to increase flying speed. QuarkTech Suite Leggings increase running speed rather than flying speed so they should not consume EU while the player is in creative flight.
