Recompile xashds 0.19 binary to be usable with more mods and dlls and not give segfaults #1

Now, while loading some dll's (for example, decay.dll), program gives segmentation fault. On others, everything is OK (hl.dll, for example)

Somehow works (?) on decay.dll - NOT TESTED ON OTHER DLL's

0.19.x has some updates, maybe it will work better
