Printing improvements

Printing should be able to be suppressed:
if it wasn't alarmed ("true")
if the alert level is (configurable)
if one of the alarm images <Insekten; technische Hilfeleistung; Autobahn - Bergung, ...> (semicolon separated list)

The map should not be printed on primary roads (Autobahnen, Schnellstraßen). (Localization doesn't work, the print contains a big dark grey rectangle)
Identifiable by non-empty section Field in the address block

Today we had an alarm and BAZ updated a few times the detail info. In the end we ended up having like 15 pages printed.

Please add a possibility to only print the first page of an alarm and suppress following pages, if BAZ updates the details.
