Web App - Admin - Is there a need to have separate pages for 'Add New Cluster' and 'Add New Cluster Group'? #689

On the List of Disasters page, there are buttons for 'Add New Cluster' and 'Add New Cluster Group':

However, the 'Cluster List' and 'Cluster Group List' pages both have 'Create New' links, which allow the user to add an entry:

Unless there are different levels of admin privileges, could we just keep the latter two buttons?
