[Proposal] Show a warning when entering Chinese characters on an English form

Currently a lot of the content on the English form is Chinese, and the Chinese form is basically empty. I suggest adding displaying a warning message when people try to enter Chinese characters on the English form asking them to post on the Chinese form. This will hopefully not only remove the Chinese content from the English form, but populate the Chinese form with Chinese content.

• Add mandatory language selection when creating the topic and implement a ZeroSites-like filter
• Automatically move foreign language topics to a sub-topic.
