pointer and footnote discrepancies in frus1910 and 1911 #169

Two footnote pointers with no content in 1911 on pages 202 (fn 9 in d241) and 341 (fn 1 in d441):

Footnote with no pointer in d270 of 1910 (presumably would go after "on the bases established in 1909 by the international commission at Shanghai" since that's the document found at frus1909 p. 102)

Same issue of missing pointer on p. 816 (no clear indicator of intended placement here)
