V and P hotkeys are reserved for the Move and Polygon region tools respectively. At the same time, these hotkeys may be automatically generated for Labels https://github.com/HumanSignal/label-studio-frontend/blob/master/src/core/Hotkey.ts#L352.

In such cases, the tool hotkeys have priority over Label hotkeys.
