What version of the specification do you support? Might be worth mentioning this, as there are currently two, and a third is in the works.

We can read both versions 0 and 1 and write with version 0 run length encodings (which is readable with a version 1 reader). I haven't tried reading them with a C++ or Java version 0 reader, but I think it would probably work.

I haven't really seen much regarding version 2. The specification looks pretty much the same at the moment IIRC, but I think they want to break with the RLEs.
