Time Series Math Functions in cwms-python #119

There are lots of nice time series functions available in jython / DBAPI for server scripting. Will these be available in some form with cwms-python?

In particular, if often use the following functions and will need something similar to convert scripts to python3.

transformTimeSeries
rating curve lookups
add/subtract time series
shiftInTime
centeredMovingAverage
