Describe the bug

IBM Cloud deploy action is not working
The issue is from: cloudfoundry/cli#2033

To reproduce

We can see the logs here:
https://github.com/IBM/pwa-lit-template/runs/1049897169?check_suite_focus=true

Expected behavior

Deploy working
