Based on Government Report (2022) we can still add:

As a new function on delivery vehicles:

Level 1: Delivery vehicles
Level 1: Freighting goods
Level 1: WTT- Delivery vehicles and freight

Material Use and Waste Disposal functions

using the Material Use and Waste Disposal levels in the Govt report (see issue Add "materials" and "waste" functions #13)

A new function on managed assets - potentially, or add as boolean addition in functions on vehicles and office emissions respectively

Managed assets-electricity
Managed assets-vehicles

To also consider - "outside of scopes"
