In Chrome it should be possible, if user grants special permission: Allow access to file URLs:

https://www.tampermonkey.net/images/animated/allow_access_to_file_urls.gif

Firefox seems also can be supported.

The feature will be useful in 2 ways:

loading all scripts from local filesystem
loading when specified via @require, like in Tampermonkey.
