Members Page button tooltip (Admin perspective)

This ticket relates to ticket #504

All the presented features (items) in the dropdown, as well as the Resend Invitation button, should have a tooltip that appears when hovering over the button or dropdown item.

In the case of "Resend Invitation" (defined in #504), when hovering over the button, the tooltip text should appear:
"Resend an invitation email to this user’s email address."

In the case of Edit Role, Delete and Make Active/Inactive, text should appear when hovering over the items in the dropdown menu (defined in #504).

Edit Role - tooltip text:
"Change this user's role to Admin or CC Member."

Make Active/Inactive - tooltip text:
"Toggle this user's status between active and inactive."

Delete - tooltip text:
"Remove this user from the platform. NOTE: They can re-register with the same e-mail address only if an Admin adds them back and sends a new invitation email."
