attribute modifiers & menu display not working

I have confirmed that ...

• Arclight is up to date
• all dependencies are installed
• all plugins and mods are up to date
• unable to reproduce in Spigot
• unable to reproduce in Forge

Description

I have 2 problems
1 menu display
2 attribute modifiers

I have tested both of these In I normal bukkt/spigot 1.19.2 server and it works as needed
1 for the menus display its menus to display the menu over the rewards page
2 attribute modifiers in item adder you can modify the attributes of players is they are holding a item

This works perfectly on a normal 1.19.2 server but on the arclight server it dose not.
