all dependencies are installed
all plugins and mods are up to date
unable to reproduce in Spigot
unable to reproduce in Forge

Description

The software cannot download neoforge from the provided URL when running the server for the first time

Step to reproduce

Download the latest nightly build from here
Extract the jar file from the archive and place it in a folder
Run the command java -jar .\arclight-neoforge-1.21.1-1.0.0-SNAPSHOT.jar nogui
