Add --assume-OSDR-urls as option for runsheet generation

Rationale:

• While most often, filenames should be converted to OSDR urls, there are cases where local files (say concatenated files) are needed instead.
• Currently, lack of urls will trigger an exception

Planned

• Filenames will be converted to OSDR urls only on request
• Additionally, failed conversions should log a loud warning but otherwise create the runsheet with the original filenames for filenames that failed conversion.
• An exception should be raised if all filenames fail to convert, advising user to not use the 'disable-filename-to-url-conversion' or check their ISA archive and/or plugin configuration
