At the moment, OpenWasteMap works off the assumption that residents can only access recycling centres within the boundary of their administrative area (council, county, borough etc.). However, some potential edge cases have been discovered where HWRCs can provide services to residents of multiple local authorities:
Smugglers Way Household Recycling & Waste Centre
This HWRC is located in the London Borough of Wandsworth but provides access to residents of the following boroughs:
Hammersmith & Fullham
Kensington & Chelsea
Lambeth
Wandsworth
Westminster
Merseyside Recycling and Waste Authority
This organisation is responsible for operating 16 HWRCs in the Liverpool City Region which includes the following boroughs:
Halton
Knowsley
Liverpool
Sefton
St Helens
Wirral
ALL Recycling Centres in Merseyside are available to use by all Merseyside householders
Things to look into
We could tag HWRCs on OpenStreetMap with an owner:wikidata tag with the Wikidata ID for the relevant local authority which provides the service to their residents. In the case where more than one local authority's residents can access the site, then put multiple Wikidata IDs, separated by semi-colons
My immediate thoughts on this are that I'm not sure that owner is the right tag for this? Using the Wikidata ID or UK GSS code certainly seems like a step in the right direction though...
Tag all the HWRC wikidata items with their operating area
Find another relevant OSM tag for specifying residents of which local authority/authorities are allowed access to a site
My gut feeling says that the access tag may be appropriate here but I couldn't find a common value to fit the mould. Perhaps we could propose a tag combination of access=resident and access:resident=E06000006;.E08000011...?

@JackGilmore so I have created a mapping document that maps an admin district (Sefton) to the corresponding combined disposal authority (Merseyside Recycling and Waste Authority) and in turn to the authority's geoJson
