Improvements to Discrete Explicit

The following improvements should be made to the discrete explicit interface:

• convert_s, etc.
• allow custom initial state distributions
• terminal states
• support reward(m, s, a, sp)
• support O(s, a, sp, o)
• better errors if T or Z return something odd
• parallelization in problem processing
