When running rebar3 eunit for the first since booting, this error may occur:

===> Performing EUnit tests...
Attempting to start epmd...

=INFO REPORT==== 25-Jun-2019::10:29:28 ===
Protocol 'inet_tcp': register/listen error: econnrefused

Shutting down erl.exe in the task managers solves the issue, and from then on the issue doesn't occur again (until the system is rebooted or the epmd is manually killed).

The issue is identified as erlang defect and migrated to https://bugs.erlang.org/browse/ERL-994
