First question, is proof of presence a required field, or do we allow a web site to force this factor to connect

In a Missing persons use case, presence is going to be an issue. I’m thinking of the databases emergency departments open when there is a mass casualty incident. They may want to collect medical history from family members reporting missing persons in case they need to be ready administer treatments. Noreen — Noreen Y.
