Unclear how the problemtools toolchain relates to the problem package format spec #250

It is a bit unclear to me what spec the tools in this repo are supposed to follow, I can find three different specifications:

It seems to me that the first two are more or less the same and that is also what problemtools is using. Is this correct and if so is this because of limited developer resources or is it an active choice to finish the spec first before updating the tools?

I am mostly asking because we (Norwegian Informatics Olympiad) want to start using this format for our tasks and I want to contribute better support for scoring-type problems. And so I wonder if patches that follow the 2023-07-draft spec (which seems very nice for these problems) are welcome?

Current version uses the legacy format. The 2023-07-draft spec is still in the works.
