[feature request] make snow layers act like carpets on stairs

It's long bothered me that when you use stairs to make roofs in wintery climates, the flat bits of the roofs will gather snow, but the stairs don't. 1 snow layer is almost identical to a carpet, so shouldn't be much of a stretch for this mod to add.

I have no plans to rework how Minecraft snowfall or snow generation works at the moment. Note now layers have the additional difficulty of being able to stack up to 8 layers, which raises the question of if further layers stacked on top should also be depressed.
