Temporal lift of Windows CI

@KratosMultiphysics/all As you may have notice, this week we are having problems with the windows CI, which is required to merge PR. As we did not find the cause of the of the failure and lots of PR are getting stuck, we are temporally lifting the windows check requirement to merge a PR until we can figure out and fix the cause.

Under this situation, I please ask you to double check and locally run the tests if you are working in windows before merging a change.

We will take care of all possible CI failures introduced after this but in order to ease it as much as possible lets try to keep it small.
