Create submenu for the Create button

The create menu should have child items that would be quick links to create content. Here are some screenshots of tests that might help creating the menu for now.
Tasks:

• Move create item to an independent place, at the top (same place as Bookmarks).
• Replace markup from button to parent item (we don't have a link to point to, so use # for now)
• Add child elements, like the ones in the screenshot. They are not final but will help understand the menu.
