Support sending reviewer feedback for approved credential applications

For some credential applications, it would be convenient to include reviewer feedback in the acceptance notification sent to the applicant. However, this is not currently possible.

This would allow reviewers to add some useful pointers while still accepting the application, for instance, linking the guide for using MIMIC with GPT models responsibly when a project description mentions LLMs.

This could be implemented by introducing a new field used solely for internal notes, allowing the current feedback field to be included in the response email.
