Read the instructions at:

especially the Development section.

It looks like some instructions are missing, see how the devel environment is setup in CI:
https://github.com/gleitz/howdoi/blob/master/.github/workflows/python.yml

Try setting up your computer and execute the test suite locally (see above).

Look around in the issue tracker and try finding issues for yourself. Hint: improving the getting started doc is also a good start.
