Handle race conditions that could leave multiple elastic IPs for a single pod. #278

2022-10-03T19:15:05.094982Z ERROR reconciling object{object.ref=Eip.v1.materialize.cloud/environmentd-0.environment-0d0c8465-02ef-496c-9586-ebbaecd63e0d-0 object.reason=error policy requested retry}:reconcile_eip: eip_operator: error=failed to apply object: Multiple elastic IPs are tagged with this pod's UID.

When reconciling, if there are two AWS EIPs tagged with a pod's UID, we currently just fail.

Instead, we should determine if one is attached to the pod's ENI, and take appropriate action:

If one is attached, delete the others.
If none is attached, delete all but one, and attach that one.
