Restrict conversions to valid units

To edit postOrders.php to properly handle conversions. Mjst restrict conversions from a base hull type to target hull type that are compatible.
At first cut, could restrict conversions between ships where "design" values match.
May need to introduce a new column in the unit list (found in data files) to show conversion compatibility.
