Add baremetal config build components

• Add build_arm_clang_thumb, build_arm_linux_gnueabi_gcc_arm5vte, build_arm_none_eabi_gcc, build_arm_none_eabi_gcc_arm5vte, build_arm_none_eabi_gcc_m0plus, build_arm_none_eabi_gcc_no_64bit_multiplication, build_arm_none_eabi_gcc_no_udbl_division, build_baremetal build components similar to the mbedtls ones (cmake based though).
• Check that the build components do what they intend to do and give evidence of this in this issue or the associated PR for the benefit of reviewers

Depends on:

• Add support for psa-crypto in config.py #58 to set up the baremetal config
