The submission form needs various things, such as:

Form validation (more on certain fields, x500 email requirement, clearer feedback to user), Visual updates (contrast on fields and dropdowns), Admin End User Customization (update the form year to year with a WYSIWYG form), and much more...

Require all fields per step to advance linearly in stepper

The stepper now requires all fields that are needed to advance to
further steps. Most of this was done using Form Groups.

The `SectionXComplete` methods in `newSubmission.component.ts` may no
longer be needed, but that can be checked another time.

Add "Review/Submit" final step

All of the information from the form is now reviewable on a new final
page in very barebone form. In the future it may be nice to bold the
title of the displayed info, group it by page better, show info in user
facing way, and give a shortcut back to a certain step from each bundle
of info.
