Malicious Merit Holders shouldn't be allowed to regain Merit.

They are, under the current spec and node, except for in the very Block they're malicious. This really doesn't offer anything to the network yet does complicate the node internals.

Care must be taken that when implementing this feature, the following is allowed:

• a nick gets a MR
• said MR is reverted past
• the nick is mined to, earning it Merit.

Finally, the spec must clarify a Merit Holder can mine the Block which proves them as malicious, as they have yet to be proven as malicious. The existing rule that the new Block will not mint them Merit stands.
