Currently the workflow misses tasks if CSET_INCREMENTAL_OUTPUT is enabled, and the workflow duration is not an integer multiple of the output period. This is documented, but is easy to overlook, and it would be better if it caused cylc validate to fail.

This can be done by asserting within jinja, as shown in this example.
