Socket.dev recommendations

We should include recommendations for how to use Socket.dev. These recommendations may be relevant to a number of different workflows (e.g. repository setup, PR status checks, guidelines for adding dependencies, security audits, etc.) so we may want to embed these recommendations in multiple articles.
