Add official enum value to any feed with a feed_contact_email

What problem is your feature request trying to solve?
All feeds with a feed_contact_email currently are official. We can add the official value to them once #461 is implemented

Describe the solution you'd like
Scrape every feed with a feed_contact_email and mark it as "official". A PR should automatically be created to add this value.
